Kitwe, Zambia | February 10, 2025 \u2013 Zambia\u2019s Inter-Agency Framework on Collaboration and Cooperation was officially launched in Kitwe, Copperbelt, marking a significant step in combating organized crime and illicit financial flows. The event, attended by Her Excellency Ms. Bronagh Carr, the Irish Ambassador, and other dignitaries, emphasized unity, justice, and accountability.<\/p>\n\n\n\n

A Collective Response to a Growing Threat<\/em><\/p>\n\n\n\n

Director of Public Prosecutions Gilbert A. Phiri SC, Chair of the Framework\u2019s Steering Committee, stressed the urgency of a unified response:
\u201cIllicit financial flows, illegal mining, and other economic crimes erode trust and deprive our government of resources. This Framework is our collective response, signaling our commitment to justice.\u201d<\/p>\n\n\n\n

The Framework brings together key institutions, including the Zambia Revenue Authority, Patents and Companies Registration Agency, and law enforcement bodies, to dismantle criminal networks.<\/p>\n\n\n\n

Ambassador Carr: The Power of Collaboration<\/em><\/p>\n\n\n\n

Ambassador Carr highlighted the importance of institutional cooperation:
\u201cZambian institutions must work together, share information, and move beyond individual mandates. This collaboration reflects the spirit of \u2018One Zambia, One Nation.\u2019\u201d<\/p>\n\n\n\n

She commended the National Prosecution Authority\u2019s leadership and noted Zambia\u2019s partnership with Ireland, inviting further engagements to build on progress.<\/p>\n\n\n\n

Bank of Zambia: Strengthening Financial Oversight<\/em><\/p>\n\n\n\n

The Bank of Zambia, a key Framework member, funded the launch. Governor Dr. Denny H. Kalyalya, represented by Joseph Munyoro, reaffirmed the Bank\u2019s commitment to combating economic crimes through innovation and cooperation.
\u201cOur regional office in Ndola stands ready to support this collaborative effort,\u201d he said, emphasizing the need to manage risks posed by technological advancements.<\/p>\n\n\n\n

Copperbelt Minister: Reclaiming Resources<\/em><\/p>\n\n\n\n

Copperbelt Province Minister Hon. Elisha Matambo addressed the broader impact of illicit activities:
\u201cIllicit financial flows perpetuate poverty and undermine development. We must forge synergies between prosecution, law enforcement, and financial regulators to reclaim our resources.\u201d<\/p>\n\n\n\n

Expanding the Fight Against Crime<\/em><\/p>\n\n\n\n

Following its success in Lusaka since 2022, the Framework will expand to Solwezi, North-Western Province, on February 14, 2025, underscoring Zambia\u2019s commitment to combating crime nationwide.<\/p>\n\n\n\n

Judge Chanda Welcomes the Framework to the Copperbelt<\/em><\/p>\n\n\n\n

Judge Charles Chanda, Judge-in-Charge of the Kitwe High Court, welcomed delegates on behalf of the Chief Justice and commended the InterAgency Framework for its expansion to the Copperbelt. Reflecting on its 2022 launch in Lusaka, he lightheartedly remarked that he initially wondered what crimes in the capital city of Lusaka warranted such a robust response. He emphasised that the Copperbelt presents a far greater challenge, with high levels of crime regularly coming before courts.
Judge Chanda urged the Framework to broaden its focus beyond economic and financial crimes to include other offences such as rape. He cited disturbing cases, including instances of young boys appearing in court for raping elderly women, highlighting the urgent need for intervention.<\/p>\n\n\n\n

Training the Copperbelt Chapter of Investigators<\/em><\/p>\n\n\n\n

Newly nominated Copperbelt Technical Committee members will undergo a two-day training in Financial Investigations and Asset Recovery, facilitated by Irish Rule of Law International.<\/p>\n\n\n\n

A Call to Action<\/em><\/p>\n\n\n\n

The success of the Framework depends on active participation from all stakeholders. Together, Zambia can build a more transparent, accountable, and just society.<\/p>\n\n\n\n

The launch concluded with a performance by the Bank of Zambia Choir, leaving attendees with a shared sense of optimism for the future.<\/p>\n\n\n\n
