Today marked a historic milestone as the learned Director of Public Prosecutions, Mr. Gilbert A. Phiri SC, officially launched the first-ever Prosecutors\u2019 Guidelines for Children in the Justice System during the joint launch of the Child Justice Institutional Framework.

This landmark resource is designed to strengthen the capacity of prosecutors to effectively manage child victims, witnesses, and children in conflict with the law, in line with the Children\u2019s Code Act No. 12 of 2022. The Guidelines are grounded in victim-centred and trauma-informed approaches, with a strong emphasis on upholding the best interests of the child at every stage of the justice process.
In addition, the DPP unveiled the second edition of the Prosecutors\u2019 Handbook on Sexual Violence. This updated version incorporates key provisions of the Children\u2019s Code Act to ensure that prosecutors are well-equipped to handle cases involving child victims and witnesses of sexual violence with sensitivity and respect.
The launch was graced by the Guest of Honour, the Minister of Youth, Sport and Arts, Mr. Elvis Nkandu, MP. Other distinguished guests included Honourable Justice William Mweemba of the High Court Family Division, as well as His Royal Highness, Chief Madzimawe of the Ngoni people.
The joint launch also featured other key child justice documents, including the National Child Justice Strategy and Action Plan (2022\u20132026), the National Diversion Framework, and the Police Guidelines on the Management of Children in the Criminal Justice System. Together, these resources represent a collective and collaborative effort by justice sector actors to strengthen coordination, promote child-sensitive justice delivery, and ensure that no child is left behind.
These milestone developments reflect the National Prosecution Authority\u2019s steadfast commitment to child protection and to fostering a justice system that safeguards the rights and dignity of every child.
