Luwingu | 10 July 2026 – The National Prosecution Authority (NPA) has taken a significant step towards expanding access to justice by formally applying for land from the Luwingu Town Council to establish its first permanent district offices in Luwingu.
The application was presented by the Deputy Chief State Advocate for Northern Province, Mr. Samuel Simwaka, during a courtesy visit to the Council Secretary, Mr. Gift Kakoma.<\/p>\n

<\/p>\n

The proposed offices form part of the Authority’s broader decentralisation agenda aimed at bringing prosecution services closer to communities and strengthening the delivery of justice across Zambia.<\/p>\n

<\/p>\n

Mr. Simwaka said establishing a permanent NPA presence in Luwingu would significantly improve the efficiency of criminal prosecutions, reduce delays in the administration of justice, and eliminate the burden placed on members of the public who have long travelled considerable distances to access prosecution services.<\/p>\n

<\/p>\n

“For far too long, residents of Luwingu have had to travel long distances to access prosecution services. Establishing a permanent office here is about improving access to justice, enhancing efficiency in the prosecution of cases, and reinforcing public confidence in the criminal justice system,” Mr. Simwaka said.<\/p>\n

<\/p>\n

He noted that the proposed facility will be constructed in line with the NPA’s infrastructure standards and will incorporate modern, victim-centred amenities designed to safeguard the dignity and wellbeing of those engaging with the justice system.<\/p>\n

<\/p>\n

The planned infrastructure will include dedicated witness waiting rooms, child-friendly interview facilities, confidential consultation spaces and other specialised support areas intended to provide a safe, secure and respectful environment for victims and witnesses throughout the prosecution process.<\/p>\n

<\/p>\n

For many years, victims and witnesses from Luwingu and surrounding areas have often been compelled to travel long distances or rely on unsuitable facilities while participating in criminal proceedings. The establishment of a permanent office is expected to address these longstanding challenges and improve the overall quality of prosecution services within the district.<\/p>\n

<\/p>\n

The initiative underscores the National Prosecution Authority’s commitment to decentralising its operations and ensuring that quality prosecution services are accessible to every Zambian, regardless of geographical location.<\/p>\n

<\/p>\n

The application is currently under consideration by the Luwingu Town Council. Subject to the allocation of land and the completion of the requisite processes, construction of the new offices is expected to commence in the next financial year.<\/p>\n

<\/p>\n

Once completed, the Luwingu offices will mark a major milestone in the Authority’s continued efforts to strengthen the administration of justice and deliver prosecution services that are timely, professional and responsive to the needs of the communities they serve.<\/p>\n
