Lusaka | July 27, 2026 \u2013 The National Prosecution Authority (NPA) and the Zambia Compulsory Standards Agency (ZCSA) have signed a Memorandum of Understanding to strengthen enforcement of compulsory standards and hold accountable those who place unsafe products on the market.<\/p>\n\n\n\n
The agreement establishes a framework for structured cooperation between the two institutions, recognising that effective regulation requires coordinated enforcement and prosecution.<\/p>\n\n\n\n
Speaking at the signing ceremony, the Learned Director of Public Prosecutions Mr. Gilbert A. Phiri SC observed: “The public does not experience government through institutional mandates. They experience it through outcomes. Every Zambian has a legitimate expectation that products they purchase meet safety standards.”<\/p>\n\n\n\n
Under the partnership, the two institutions will collaborate through structured case referrals, information sharing, joint capacity building, and where necessary, joint investigations. The agreement also provides for co-prosecution arrangements, allowing qualified legal practitioners from ZCSA to support prosecution efforts under NPA supervision.
The DPP emphasised that the partnership is not intended to burden legitimate businesses but to protect fair competition. “Public safety cannot depend on voluntary compliance alone. It requires effective enforcement,” he said.<\/p>\n\n\n\n
ZCSA Executive Director Mr. Gerald Chizinga described the collaboration as a significant milestone in the Agency’s efforts to execute its statutory mandate. “We cannot implement our mandate effectively without working closely with key institutions such as the NPA,” he said.<\/p>\n\n\n\n
He noted that without consistent prosecution, non-compliant products continue to threaten public health, consumer safety and the environment. To demonstrate commitment, Mr. Chizinga announced that ZCSA will host the first engagement workshop for prosecutors to strengthen understanding of the Compulsory Standards Act.<\/p>\n\n\n\n
The signing follows a courtesy call by ZCSA on the Office of the Director of Public Prosecutions and subsequent engagements between the two institutions.<\/p>\n\n\n\n
