Ms. Akubu previously visited on July 16, 2026 as part of a different delegation that was tasked with studying offender identification law.<\/p>\n\n\n\n<p class=\"has-text-align-left wp-block-paragraph\">Received by the Learned Director of Public Prosecutions (DPP) Mr. Gilbert A. Phiri, SC, at NPA headquarters, the technical session ran well past midday.<\/p>\n\n\n\n<p class=\"has-text-align-left wp-block-paragraph\">In the day\u2019s technical session, Deputy Chief State Advocate (DCSA) for Lusaka Province, Mr. Frank Mupenzani Sikazwe, his deputy Principal State Advocate Mrs. Monde Muyoba-Chizongo, DCSA<br>for Gender Based Crimes and Child Protection, Mrs. Margaret Kapambwe-Chitundu and DCSA in the Economic and Financial Crimes Department, Mrs. Gracillia Chipulu-Mulenga, walked the delegation through Zambia&#8217;s model.<\/p>\n\n\n\n<p class=\"has-text-align-left wp-block-paragraph\">The NPA team explained that while Zambia has no standalone witness<br>protection law, it has built a workable system on a progressive Constitution and enabling legislation.<\/p>\n\n\n\n<p class=\"has-text-align-left wp-block-paragraph\">At the centre of that system is a Witness Management Fund that provides transport refunds and legal and subsistence allowances to enable witnesses to attend court.<\/p>\n\n\n\n<p class=\"has-text-align-left wp-block-paragraph\">Beyond the Fund, prosecutors have successfully tested constitutional provisions in court, from securing an order for a severely traumatised adult victim to testify from a secluded room because the witness could not face the accused person, to brokering interagency interventions that place endangered witnesses in protective shelter.<\/p>\n\n\n\n<p class=\"has-text-align-left wp-block-paragraph\">The Whistleblowers Act, its strengths and limitations, was also tabled for discussion.<\/p>\n\n\n\n<p class=\"has-text-align-left wp-block-paragraph\">Principal State Advocate Mrs. Rhodah Malibata Jackson will accompany the team to meetings with the Judiciary, Attorney General&#8217;s Chambers, Police, and Zambia Law Development Commission.
