JUSTICE MEETS DEVELOPMENT AS DPP AND WORLD BANK CHART NEW PATH FOR COLLABORATION

The National Prosecution Authority (NPA) today welcomed a high-level delegation from the World Bank, led by the Country Manager, Mr. Achim Fock, and accompanied by Ms. Lobna Mohamed Abdelatif Ahmed, Senior Public Sector Specialist. The team paid a courtesy call on the Director of Public Prosecutions (DPP), Mr. Gilbert A. Phiri SC, who was joined by Mrs. Chali Hambayi, Deputy Chief State Advocate in the Gender-Based Crimes Department, as part of a strategic engagement to explore potential areas of collaboration between the two.

In what was described as a “scoping meeting,” the discussions signaled the beginning of a potentially transformative partnership aimed at strengthening justice delivery and improving institutional responses to priority governance and development challenges.

The meeting focused on a range of intersecting issues where enhanced collaboration could yield real impact. These included anti-corruption efforts, environmental protection, illicit mining, gender-based violence, and child protection. These issues are central to both Zambia’s national justice priorities and global development objectives, and enhanced collaboration has the potential to greatly strengthen institutional capacity and align policies more effectively.

By the end of the meeting, both parties agreed that the overlaps in mandate and focus offer a unique opportunity for sustained collaboration. Concrete areas of engagement will be explored in subsequent technical discussions, with a shared vision of building resilient systems that serve the needs of the Zambian people.

This engagement marks an important step toward forging international partnerships that strengthen the prosecutorial and justice framework in Zambia.
