SECOND VISIT IN 33 DAYS AS UGANDA RETURNS TO NPA TO STUDY ZAMBIA’S WITNESS PROTECTION MODEL

Lusaka | August 17, 2026 – The National Prosecution Authority (NPA) this morning opened its doors to a Ugandan delegation
which is in the country to benchmark Zambia’s approach to witness protection.

Led by Ms. Jeroline Akubu (Assistant Commissioner, Uganda Law Reform Commission), the delegation includes Mr. Musa Modoi (JLOS), Ms. Irene Bajiga, Ms. Sheila Ampeire Lisamofa, and Mr. Lazaka Tibakuno, all from the Attorney General’s Chambers. Ms. Akubu previously visited on July 16, 2026 as part of a different delegation that was tasked with studying offender identification law.

Received by the Learned Director of Public Prosecutions (DPP) Mr. Gilbert A. Phiri, SC, at NPA headquarters, the technical session ran well past midday.

In the day’s technical session, Deputy Chief State Advocate (DCSA) for Lusaka Province, Mr. Frank Mupenzani Sikazwe, his deputy Principal State Advocate Mrs. Monde Muyoba-Chizongo, DCSA
for Gender Based Crimes and Child Protection, Mrs. Margaret Kapambwe-Chitundu and DCSA in the Economic and Financial Crimes Department, Mrs. Gracillia Chipulu-Mulenga, walked the delegation through Zambia’s model.

The NPA team explained that while Zambia has no standalone witness
protection law, it has built a workable system on a progressive Constitution and enabling legislation.

At the centre of that system is a Witness Management Fund that provides transport refunds and legal and subsistence allowances to enable witnesses to attend court.

Beyond the Fund, prosecutors have successfully tested constitutional provisions in court, from securing an order for a severely traumatised adult victim to testify from a secluded room because the witness could not face the accused person, to brokering interagency interventions that place endangered witnesses in protective shelter.

The Whistleblowers Act, its strengths and limitations, was also tabled for discussion.

Principal State Advocate Mrs. Rhodah Malibata Jackson will accompany the team to meetings with the Judiciary, Attorney General’s Chambers, Police, and Zambia Law Development Commission. The programme runs until Friday.

The session closed with gift presentations to the Uganda team by the NPA’s Chief State Advocate, Mrs Chali Mbewe-Hambayi.
