Mrs. Chali Mbewe Hambayi

Deputy Chief State Advocate – Gender based Crimes

Chali Mbewe – Hambayi has been an Advocate with the National Prosecution Authority(NPA) for 16 years and has specialized in the prosecution of Sexual and Gender Based Violence. She currently heads the Gender based Crimes department, a position she has held since 2016. Her area of particular interest is child sexual abuse and she has ably presented cases in the Supreme Court of Zambia defending the rights of children and holding perpetrators accountable for their crimes. She believes the prosecution service has a key role to play in the fight against gender based violence and has taken a keen and active role in ensuring that the NPA  works with other stakeholders in ensuring that victims of crime receive holistic and adequate redress. In ensuring that a multi sectorial approach is taken she created the first ever multi-disciplinary team committees in the management of gender based violence, which have rolled out to 14 districts in the Country. These teams have been key in ensuring that important actors coordinate in the management of gender base violence cases.

Chali Mbewe- Hambayi has been instrumental in collaboration with co-operating partners in developing the first ever Prosecutors Handbook on Sexual Violence, among other achievements. She is a national trainer of trainers in gender based violence case management, Juvenile Justice and Diversion, Child Victims and Witnesses Case Management in the Justice Process and Investigation and Prosecution of Sexual Offences.

Mrs. Mercy Pondamali Lungu

Deputy Chief State Advocate -Appeals

Mercy Pondamali – Lungu is an Advocate of the High Court, Court of Appeal and Supreme Court of Zambia with Fourteen (14 ) years at the Bar. She was admitted to the Bar in 2008.

Upon being admitted to the Bar, she joined the then Directorate of Public Prosecutions which was transitioned to the now National Prosecution Authority. She obtained her  Bachelor of Laws Degree with credit in 2006 from the University of Zambia. In 2008 she obtained her Law Practicing Certificate from the Zambia Institute of Advanced Legal Education. She went further to study Legislative Drafting and obtained a Post-Graduate Diploma in Legislative Drafting from the Zambia Institute of Advanced Legal Education in 2015. In 2017 she obtained a Post-Graduate Diploma in Management Studies from the National Institute of Public Administration. Mercy Pondamali – Lungu further pursued an MBA in Organizational Leadership and Behavior and is awaiting graduation from the University of Zambia.

Mrs. Sombo Chinyama Kachaka

Deputy Chief State Advocate – Luapula Province

She joined the Authority on 1st September, 2014 as a State Advocate. Mrs. Kachaka has nine years of experience in criminal prosecution. Prior to joining the Authority, Mrs. Kachaka worked in the private sector as a Legal Officer at Goldman Insurance Ltd.

She holds a Master of Laws (LLM) Degree in Criminal Litigation from the University of Lusaka, a Postgraduate Diploma in Law from the University of Zambia, a Bachelor’s Degree in Law (LLB) from the University of Zambia, an Advanced Certificate in General Principles of Law also from the University of Zambia.

Mrs. Kachaka is a qualified Legislative Drafter and an Advocate of the Superior Courts of Zambia.

Mr. Richard Masempela

Deputy Chief State Advocate – Eastern Province

Richard Libogo Masempela joined Ministry of Justice in 2006 and was placed under the Directorate of Public Prosecutions which later became National Prosecution Authority in 2010 after being established by Act no 34 of 2010 of the laws of Zambia as a statutory body. Mr Masempela has over 14 years of experience in practicing law. He served as a learner Legal Practitioner under Ministry of justice before being called to the Bar in 2008. After he was called to Bar he served as State Advocate until 2015 when he was promoted to Acting Senior State Advocate. In 2016, he was appointed as a Deputy Chief State Advocate for Northern Province. In 2022 he was transferred to Eastern province in the same Capacity. He holds a bachelors of Laws Degree (LL.B) from University of Zambia. In addition he holds a Legal practitioners Qualifying Certificate (LPQE) from Zambia Institute of Legal education (ZIALE) and he is also an Advocate of the High Court of Zambia (AHCZ). He also holds a Post Graduate Diploma in Legislative Drafting from ZIALE. He is also a member of Law Association of Zambia

Martha Tembo-Weza

Deputy Chief State Advocate –

Western Province

Martha Tembo-Weza is an advocate of the Supreme Court who boasts of 13 years’ experience in both civil and criminal Law having been admitted to the Bar on 23rd December, 2009.She holds an LLB degree from the University of Zambia and a Post Graduate Diploma in Legislative Drafting from ZIALE.

Being passionate about defending the rights of the marginalised in society, she began her career as Legal Aid Counsel with the Legal Aid Board in 2010 and rose to Assistant Senior Legal Aid Counsel until 2013 when she moved to Energy Regulation Board (ERB). She worked as Legal Officer at ERB until 2015.

Mrs Tembo-Weza later joined the National Prosecution Authority in 2016 as State Advocate and rose to the rank of Senior State Advocate, Principal State Advocate and Deputy Chief State Advocate. She is currently head of the Prosecution team for Western Province. Mrs Tembo-Weza is passionate about ensuring equitable access to justice

Ms. Sekelebaka Muwamba

Deputy Chief State Advocate – North-Western Province

Ms. Sekelebaka Muwamba is the Deputy Chief State Advocate for North-Western Province. Her legal career spans over a period of 21 years. For the most part of her law practice she has been in the public sector. She was admitted to the bar in June, 2001 after completing her law degree in 2000 from the University of Zambia.

Her first appointment was in 2001 as state advocate in the Directorate of Public Prosecutions under the Ministry of Legal Affairs now Ministry of Justice.  In 2003 she left to join Konkola Copper Mines Plc (KCM Plc) where she worked until 2007 when she joined another mining company, Chambishi Metals Plc and its sister company, Luanshya Copper Mines Plc. At the time she left KCM Plc, she was the Company Secretary. She joined Chambishi Metals Plc as Company Secretary Designate.

She rejoined the Public Service under Ministry of Justice and moved to the Attorney-General’s Chambers from the Directorate of Public Prosecutions on transfer.

During her time with the Attorney-General, she was based at the Kitwe Office.

Ms. Muwamba also had a stint at the Legal Aid Board before returning to the National Prosecution Authority where she has worked since 2014. In the same year, she also served as a member of its Statues Committee for the Copperbelt University.

Mr. Katongo Ian Waluzimba

Deputy Chief State Advocate – Southern Province

Mr. Katongo Ian Waluzimba serves as the Deputy Chief State Advocate for the Southern Province of Zambia with over 15 years of experience in criminal prosecutions. He joined the Ministry of Justice as a Learner Legal Practitioner in 2006 and later joined the Directorate of Public Prosecutions (now NPA) as a State Advocate where he rose through all the positions until his current position.

Mr. Waluzimba lists his strengths as trial advocacy, mentorship and impeccable self-discipline. He is passionate about change management, human capital development and mentorship of Public Prosecutors and State Advocates.

Mr. Waluzimba holds a Bachelors of Laws from the University of Zambia. He is an Advocate of the Supreme Court of Zambia.

Mr. Oberty Siankanga

Acting Deputy Chief State Advocate – Muchinga Province

Mr. Oberty Siankanga is Acting Deputy Chief State Advocate in Charge of Muchinga Province. His prosecution career started 16 years ago when his then employer, the Zambia Police Service transferred him to the Prosecution Department.  He prosecuted for a period of 10 years in the Zambia Police Service handling different type of cases in the Subordinate Court.

Upon admission to the Bar in 2015, Mr. Siankanga joined the National Prosecution Authority as a State Advocate at Mongu Office in Western Province. In 2018, he was promoted to the position of Senior State Advocate and transferred to Chinsali office in Muchinga Province. In 2021, he was again promoted to the Position of Acting Deputy Chief State Advocate in charge of Muchinga Province. His Prosecution career spans over a period of about 17 years. During this period, he has dealt with different cases ranging from Human Trafficking, Wildlife, Drug Trafficking, Cyber Crime, Financial Crime etc. Being at the helm of Muchinga Province, which has a border town of Nakonde and gateway to East Africa has exposed him to cases of Serious Human Trafficking and other related offences. He also has passion of fighting Wildlife related offences as the Province is host to a number of National Parks hosting unique Wild Animals and the famous Mukula Tree.

In addition to Prosecution skills, Mr. Siankanga is well experienced in Investigations, Security and Criminal Intelligence skills which have helped him excel in Criminal Prosecution. He holds a Certificate in Police Training from Zambia Police College, Certificate in Prosecution from National Institute of Public Administration (NIPA), a Bachelor of Laws Degree (LLB) from The Zambian Open University and a Legal Practioners Qualifying Certificate from Zambia Institute of Advanced Legal Education (ZIALE). He is an Advocate of the High Court, Court of Appeal and Supreme Court.

Mr. Siankanga attributes his success to his ability to command Team Work, Openness, Self-Discipline and his Desire to learn from all. 

Ms. Margaret Kapambwe Chitundu

Deputy Chief State Advocate -Asset Forfeiture

She is a holder of an LLB from the University of Zambia, an LLM (General) from the University of South Wales, and a Post Graduate Diploma in Legislative Drafting from the Zambia Institute of Advanced Legal Education.

She is a skilled litigation lawyer with over 16 years’ work experience. 

Before joining the Directorate of Public Prosecutions as a State Advocate in 2007, she interned at the Legal Resources Foundation in 2004, and at Tembo Ngulube and Associates in 2005 and early 2006.  She served as Learner Legal Practitioner in various Public Service Institutions including the Ministry of Justice, Legal Aid Board, Attorney General’s Chambers, Administrator General’s Office, and Ministry of Lands.  Through her hard work and determination, she rose through the ranks from State advocate, Senior State Advocate, Principal State Advocate, and Deputy Chief State Advocate. She served as Head of Southern and Central Provinces in 2016 – 2018. She is currently heading the Asset Forfeiture Department at the National Prosecution Authority. Over the years, she has specialized in Money Laundering, Human Trafficking, Gender Based Crimes and Forfeiture of Proceeds of Crime.

Mr. Chipola J Bako

Deputy Chief State Advocate – Lusaka Province

Mr. Chipola James Bako is the Deputy Chief State Advocate in charge of Lusaka Province. He holds a Postgraduate Diploma in Legislative Drafting from the Zambia Institute of Advanced Legal Education and a Bachelor of Laws Degree from the University of Zambia. He was admitted to the Zambian Bar in 2008.

Prior to his current position, he served as Deputy Chief State Advocate in charge of Copperbelt Province from 2017 to 2022 and Central Province from 2014 to 2017.

He joined the Ministry of Justice in 2006 and rotated on attachment  at the Legal Aid Board, Attorney General’s Chambers, Administrator General’s Office and the then Office of the Director of Public Prosecutions now the National Prosecution Authority. Since joining the Office of the Director of Public Prosecutions, Mr. Bako served as Senior State Advocate from 2011 to 2013, Acting Senior State Advocate from 2010 to 2011 and State Advocate from 2008 to 2010.

He has been practicing criminal law as a State Prosecutor since 2008.

Mr. Gamaliel Zimba

Deputy Chief State Advocate – Central Province

Mr. Gamaliel Zimba is currently Deputy Chief State Advocate in charge of Central Province. He commands not less than fifteen (15) years of prosecutorial experience having been admitted to the Bar in 2008. Mr. Zimba joined the Ministry of Justice in 2006 as a Learner Legal Practitioner in the Directorate of Public Prosecutions which later transitioned into NPA in 2010. He rose through the ranks to the position of Deputy Chief State Advocate in charge of the Taxation and Financial Crimes Department from 2018 to 2022.

Mr. Zimba obtained a Bachelor of Laws Degree from the University of Zambia in 2006. In 2012, he was conferred with a Master of Laws Degree in Transnational Criminal Justice and Crime Prevention from the University of the Western Cape, South Africa with particular focus on anti-corruption, anti-money laundering, international criminal law and transitional justice.

Ms. Makumba Gwendolyn Kashishi

Principal State Advocate – Copperbelt Province

Ms. Makumba Gwendolyn Kashishi is a highly ethical, performance driven, and dedicated professional with 13 years’ experience in criminal prosecution who upholds professional values and principles. She is currently in a position of Senior Management as a Principle State Advocate for Copperbelt Province.
She joined the National Prosecution Authority in 2010 (then known as Director of Public Prosecutions under Ministry of Justice).
She is currently studying Postgraduate an LLM- Master of Laws programme at the University of South Wales (Online Studies) through UNICAF.
She obtained a Bachelor of Laws Degree (LLB) with Credit from The University of Zambia in 2007 and went on to study and pass the Legal Practitioners Qualifying Examinations in April 2010. She was admitted to the Bar of Legal Practitioners on 5th August, 2010 and is currently an Advocate of the High Court of Zambia (AHCZ), Court of Appeal (CAZ) and Supreme Court (SCZ) as well as a member of the Law Association of Zambia, competent to appear before all Courts in Zambia.
She has a number of professional certificates such as a Certificate of Completion for AGA-AFRICA for Trial Advocacy Skills Training and a Certificate of Completion for AGA – AFRICA for Management Skills Training.
In 2020, she studied and passed with Distinction, an online programme on Preventing Identity Based Violence from The Auschwitz Institute for Prevention of Genocide and Mass
Atrocities.
In 2015, she studied, passed, and obtained a Certificate in Asset Forfeiture from the National Prosecution Authority South Africa in Pretoria and Cape Town.

Mr. Frank Mupezeni Sikazwe

Principal State Advocate – Lusaka

Frank Mupezeni Sikazwe joined the Ministry of Justice on 3rd April 2006 as a Learner Legal Practitioner. He was admitted to the Bar on 8th February, 2008 and was subsequently promoted to the Position of State Advocate and deployed to Ndola State Chambers where he worked until 2011 when he was transferred to Livingstone State Chambers in the same capacity. In 2012 he was transferred to Civil Litigation, Debt Collection and Prerogative of Mercy Department of the Ministry of Justice and was transferred to Headquarters in Lusaka where he worked until November, 2013. From January 2014 to September, 2015 he worked for Milner Katolo and Associates as an Associate. In October, 2015 he joined Judicial Complaints Authority and worked as a Legal Officer until 2nd November, 2016 when he joined National Prosecution Authority as a Senior State Advocate at Lusaka Province. In 2020 he was promoted to the Position of Principal State Advocate and was subsequently transferred to Asset Forfeiture Department at National Prosecution Authority Headquarters. In 2021, he was transferred back to Lusaka Province in the same capacity. Frank holds a Bachelor of Laws (LLB) with Credit from the University of Zambia and a Master of Laws in Constitutional Law (LLM) from the University of Zambia. He also holds a Post Graduate Diploma in Legislative Drafting from the Zambia Institute of Advanced Legal Education.
