Lusaka | September 24, 2026 – The Learned Director of Public Prosecutions, Mr. Gilbert A. Phiri, SC, this morning received senior leadership from the Basel Institute on Governance for a courtesy call at the National Prosecution Authority (NPA) Headquarters in Lusaka.

The delegation comprised Elizabeth Andersen, Executive Director of the Basel Institute on Governance; Simon Marsh, Head of Africa at the Institute’s International Centre for Asset Recovery (ICAR); Mr. Julius Muraya, Team Leader, Zambia, ICAR and Virgil Ballakistan, an ICAR Specialist in Financial Investigations.

The engagement focused on strengthening the longstanding partnership between the NPA and the Basel Institute, particularly in advancing Zambia’s capacity to combat corruption, trace and recover illicit assets, and strengthen asset recovery practice.

Mr. Muraya, who is based in Zambia, brings extensive practical experience in asset tracing and recovery, having previously served in Kenya’s Ethics and Anti-Corruption Commission, where he worked extensively on complex asset recovery matters.

The Learned DPP was accompanied by Chief State Advocate, Mrs. Chali-Mbewe Hambayi, and Deputy Chief State Advocate in the Office of the Director of Public Prosecutions, Ms. Nakumba Gwendoline Kashishi.

The courtesy call accentuated the value of sustained international cooperation and specialised expertise in strengthening Zambia’s fight against financial crime and ensuring that the proceeds of crime are effectively traced and recovered.
